1 4 #1. Page 5, lines 27 and 28, by striking the words
1 5 "subsection 2, in combination and not as separate
1 6 taxes." and inserting the following: "subsection 2."
1 7 #2. Page 5, line 36, by striking the word "both".
1 8 #3. Page 5, line 37, by striking the word "and"
1 9 and inserting the following: "or".
1 10 #4. Page 5, by striking lines 39 through 50 and
1 11 inserting the following: "or at a special election
1 12 called for that purpose. Ballot propositions shall
1 13 specify that a local income surtax, a property tax, or
1 14 both taxes shall be imposed. A proposition to impose
1 15 an income surtax shall be adopted if a majority of
1 16 those voting on the proposition at the election
1 17 approves it. A proposition to impose a property tax
1 18 shall be adopted if sixty percent of those voting on
1 19 the proposition at the election approves it.
1 20 2. A local income surtax may be repealed or the
1 21 rate of tax increased or decreased after an election
1 22 at which a majority of those voting on the question of
1 23 repeal or rate change favored the repeal or rate
1 24 change. A property tax may be repealed or the rate of
1 25 tax increased or decreased after an election at which
1 26 sixty percent of those voting on the question of
1 27 repeal or rate change favored the repeal or rate
1 28 change."
