1 1 Amend Senate File 2415 as follows:
1 2 #1. Page 16, by inserting after line 16 the
1 3 following:
1 4 "___. In providing financing under this section,
1 5 the corporation shall select eligible persons on a
1 6 competitive basis. A person who enters into a good
1 7 neighbor agreement shall receive extra consideration.
1 8 A good neighbor agreement is an enforceable contract
1 9 between the person eligible to receive financing and a
1 10 community group or coalition of community groups which
1 11 requires the person to adhere to negotiated
1 12 environmental, economic, labor, or other social and
1 13 community standards as part of the Iowa agricultural
1 14 industry venture. A person who fails to abide by the
1 15 good neighbor agreement shall repay all financial
1 16 assistance received from the corporation by the
1 17 person."
