1 5 "Section 1. INSTITUTIONS ADMINISTERED BY THE
1 6 DEPARTMENT OF HUMAN SERVICES – LEGISLATIVE FINDINGS
1 7 AND INTENT. During the 1997 legislative interim, the
1 8 human services restructuring task force of the general
1 9 assembly visited the state institutions administered
1 10 by the department of human services. The task force
1 11 members heard from concerned parents, service
1 12 consumers, service system administrators, state and
1 13 community-based providers, advocates for the needs of
1 14 persons with disabilities, and many other persons
1 15 interested in the service system for persons with
1 16 disabilities and juveniles. Based upon the task
1 17 force's review and recommendations, the general
1 18 assembly makes the following findings concerning these
1 19 institutions:"

1 23 residential".
1 24 #4. Page 1, by striking lines 23 and 24 and

1 27 designed services and support are recognized as the
1 28 most desirable means of meeting the needs of persons
1 29 with disabilities. A movement from an institution-
1 30 oriented system to a community and individual-oriented
1 31 system has occurred over time while community
1 32 resources and individualized services have been
1 33 developed. However, state institutions continue to
1 34 fill a necessary role in serving persons with chronic,
1 35 complex, or difficult-to-treat conditions."

1 40 "services" the following: ", the governor's
1 41 developmental disabilities council, a certified

1 46 was formerly known as the association for retarded
1 47 citizens of Iowa, the alliance for the mentally ill of
1 48 Iowa, and other service system consumers,
1 49 administrators, providers, and advocates".
