  1  1    Amend Senate File 2280 as follows:
  1  2    #1.  Page 3, by inserting after line 19 the
  1  3 following:
  1  4    "3.  For the establishment of a comprehensive
  1  5 program to combat methamphetamine use:  
  1  6 .................................................. $  4,000,000
  1  7    a.  Of the funds appropriated in this subsection,
  1  8 $1,500,000 shall be used to create a fifteen-member
  1  9 methamphetamine strike force.  The strike force shall
  1 10 be coordinated by the governor's alliance on substance
  1 11 abuse, and shall be comprised of state narcotics
  1 12 agents, Iowa state patrol troopers, representatives of
  1 13 the state fire marshal's office, and agents of the
  1 14 Iowa division of criminal investigation.  The
  1 15 objective of the strike force shall be to initiate and
  1 16 maintain a comprehensive ongoing investigation of
  1 17 methamphetamine users and suppliers.
  1 18    b.  Of the funds appropriated in this subsection,
  1 19 $1,500,000 shall be used to establish a
  1 20 methamphetamine law enforcement grant program.  The
  1 21 program shall be designed to facilitate provision of
  1 22 additional methamphetamine-specific law enforcement
  1 23 training, personnel, and equipment.
  1 24    c.  Of the funds appropriated in this subsection,
  1 25 $500,000 shall be used to develop a methamphetamine
  1 26 abuse education program designed to develop and
  1 27 distribute information regarding the dangers of
  1 28 methamphetamine use, the penalties applicable to
  1 29 methamphetamine users and sellers, and availability of
  1 30 methamphetamine abuse treatment and rehabilitation
  1 31 programs.  Information assembled shall be distributed
  1 32 throughout the state's elementary and secondary-level
  1 33 public and private schools and media outlets, state
  1 34 and local departments of public health, and other
  1 35 public access locations as determined appropriate by
  1 36 the governor's alliance on substance abuse.
  1 37    d.  Of the funds appropriated in this subsection,
  1 38 $500,000 shall be used to expand existing substance
  1 39 abuse treatment and rehabilitation centers, to
  1 40 establish new programs, and to assist efforts by
  1 41 methamphetamine users to overcome their addiction.
  1 42    e.  The governor's alliance on substance abuse
  1 43 shall coordinate with the Iowa department of public
  1 44 health, the department of human services, and the
  1 45 department of public safety regarding the development
  1 46 and administration of the program to combat
  1 47 methamphetamine use.  The governor's alliance on
  1 48 substance abuse shall submit a report to the governor
  1 49 and the general assembly by January 1, 2000.  The
  1 50 report shall contain an accounting of program
  2  1 expenditures, estimated methamphetamine usage rates
  2  2 before and after program implementation, investigation
  2  3 and education efforts, treatment and rehabilitation
  2  4 program referrals and success rates, and
  2  5 recommendations regarding continued efforts to combat
  2  6 methamphetamine use."
