1 48 #16. Page 16, by inserting after line 18, the
1 49 following:
1 50 "Sec. ___. REDUCTION OF APPROPRIATIONS. This
2 1 section shall apply to each appointed nonelected
2 2 position which is supported by moneys appropriated in
2 3 sections 1 and 3 of this Act. If the amount of moneys
2 4 to be used for a salary during the fiscal year
2 5 beginning July 1, 1998, and ending June 30, 1999, is
2 6 more than the amount actually required to pay that
2 7 salary for the fiscal year, the amount of the relevant
2 8 appropriation shall be reduced by the amount equal to
2 9 the difference. The amount appropriated in section 1,
2 10 subsection 4, of this Act, to support financial
2 11 incentives for soil conservation practices under
2 12 chapter 161A shall be increased by the amount of the
2 13 difference. However, the amount of the difference
2 14 shall be allocated in the same manner as other moneys
2 15 which are reallocated to soil and water conservation
2 16 districts after the moneys are returned by a district
2 17 to the soil conservation division."
2 18 #17. Page 16, by inserting after line 18, the
2 19 following:
2 20 "Sec. __. AGREEMENT BETWEEN DEPARTMENTS. The
2 21 department of natural resources and the division of
2 22 soil conservation of the department of agriculture and
2 23 land stewardship shall execute an agreement under
2 24 chapter 28E under which the soil conservation division
2 25 of the department of agriculture and land stewardship
2 26 shall cooperate with the department of natural
2 27 resources in the process of reviewing and approving
2 28 permits related to the construction of animal feeding
2 29 operation structures associated with confinement
2 30 feeding operations as provided in chapter 455B. The
2 31 governor's office shall serve to facilitate the
2 32 negotiation and execution of the agreement."
2 33 #18. By renumbering, relettering, or redesignating
2 34 and correcting internal references as necessary.
