PAG LIN 1 1 Amend Senate File 2280 as follows: 1 2 #1. Page 18, by inserting after line 33 the 1 3 following: 1 4 "Sec. ___. GAMBLING TREATMENT FUND ALLOCATIONS. 1 5 1. The moneys remaining in the gambling treatment 1 6 fund pursuant to section 99E.10, subsection 1, 1 7 paragraph "a", Code Supplement 1997, are appropriated 1 8 to the Iowa department of public health for the fiscal 1 9 year beginning July 1, 1998, and ending June 30, 1999, 1 10 for use as provided in subsection 2. 1 11 2. In addition to the amount appropriated in 1 12 subsection 1, an amount sufficient for full funding of 1 13 the amounts allocated in this subsection shall be 1 14 encumbered from the moneys appropriated to the Iowa 1 15 department of public health pursuant to section 1 16 99E.10, subsection 1, paragraph "a", as amended by 1 17 this Act. The moneys appropriated in subsection 1 and 1 18 encumbered pursuant to this subsection are allocated 1 19 as follows: 1 20 a. For transfer to the Iowa law enforcement 1 21 academy to be used for the drug abuse resistance 1 22 education program: 1 23 .................................................. $ 150,000 1 24 b. For use by local boards of health to ensure 1 25 that core public health functions are maintained and 1 26 to support essential services in their communities: 1 27 .................................................. $ 350,000 1 28 c. For the public health nursing program: 1 29 .................................................. $ 200,000 1 30 d. For the provision of emergency medical services 1 31 and training of emergency medical services personnel: 1 32 .................................................. $ 78,000 1 33 e. For transfer to the department of elder affairs 1 34 to be used for the establishment of a demonstration 1 35 project relating to an area long-term care residents' 1 36 advocate demonstration program: 1 37 .................................................. $ 240,000 1 38 The funds transferred in this paragraph shall be 1 39 used to establish a demonstration program creating the 1 40 position of area long-term care residents' advocate in 1 41 each of three area agency on aging planning and 1 42 service areas in the state, to determine the efficacy 1 43 of establishing an area residents' advocate in all 1 44 area agency on aging planning and service area 1 45 locations. 1 46 f. For transfer to the department of public safety 1 47 for costs associated with the training of state and 1 48 local law enforcement personnel concerning the 1 49 recognition of and response to persons with 1 50 Alzheimer's disease by the department of public 2 1 safety: 2 2 .................................................. $ 70,000 2 3 g. For transfer to the commission on the status of 2 4 African-Americans to be used for workshops 2 5 administered through the department of human rights: 2 6 .................................................. $ 10,000 2 7 3. Notwithstanding section 8.33, the moneys 2 8 appropriated in subsection 1 and allocated in 2 9 subsection 2 that remain unencumbered and unobligated 2 10 on June 30, 1999, shall not revert to any fund but 2 11 shall remain available for expenditure for the 2 12 purposes designated during the fiscal year beginning 2 13 July 1, 1999. 2 14 4. The legislative fiscal committee shall conduct 2 15 a review of the operation of the gambling treatment 2 16 fund, including additions to and allocations from the 2 17 fund, and submit a report to the general assembly by 2 18 January 1, 1999." 2 19 #2.
