  1  3    #1.  Page 1, lines 14 and 15, by striking the words
  1  4 "an owner or operator, an employee of the owner or
  1  5 operator, or an independent contractor" and inserting
  1  6 the following:  "the waste reduction center at the
  1  7 university of northern Iowa under contract with an
  1  8 owner or operator or by an independent contractor
  1  9 certified as an environmental auditor under section
  1 10 455J.10 under contract with an owner or operator."
