1 6 "Sec. ___. CAPITOL COMPLEX SPACE UTILIZATION
1 7 BOARD. There is appropriated from the rebuild Iowa
1 8 infrastructure fund to the capitol complex space
1 9 utilization board created in section 18D.1 for the
1 10 fiscal year beginning July 1, 1998, and ending June
1 11 30, 1999, the following amounts, or so much thereof as
1 12 is necessary, to be used for the purposes designated:
1 13 1. For relocation of offices and other transition
1 14 costs associated with renovation of the Lucas state
1 15 office building and the old historical building:
1 16 .................................................. $ 1,300,000
1 17 2. For renovation of the Lucas state office
1 18 building:
1 19 .................................................. $ 4,500,000
1 20 3. For developing a master plan for the capitol
1 21 complex, including planning for the capitol terrace
1 22 project and design costs for underground parking on
1 23 the capitol complex:
1 24 .................................................. $ 390,000
1 25 It is the intent of the general assembly that the
1 26 board coordinate with the city of Des Moines on
1 27 construction projects located at the capitol complex
1 28 and surrounding areas.
1 29 4. Planning and design of a parking structure
1 30 located at the northwest corner of the capitol
1 31 complex:
1 32 .................................................. $ 820,000
1 33 5. For capitol interior restoration:
1 34 .................................................. $ 1,027,600
1 35 6. For capital projects for the judicial
1 36 department at the capitol building:
1 37 .................................................. $ 250,000
1 38 Notwithstanding section 8.33, unencumbered or
1 39 unobligated funds remaining on June 30, 2002, from the
1 40 funds appropriated in this section, shall revert to
1 41 the rebuild Iowa infrastructure fund on August 31,
1 42 2002."
1 43 #4. Page 10, by inserting after line 23 the
1 44 following:
1 45 "Sec. ___. NEW SECTION. 18D.1 CAPITOL COMPLEX
1 46 SPACE UTILIZATION BOARD.
1 47 1. The capitol complex space utilization board is
1 48 established to preserve, maintain, restore, and
1 49 construct buildings and associated appurtenant
1 50 structures, utilities and site development features
2 1 located on the capitol complex within the limits of
2 2 funds appropriated to the board.
2 3 2. The capitol complex space utilization board
2 4 consists of the governor and the members of the
2 5 legislative council. The governor shall serve as the
2 6 chairperson of the board and the chairperson of the
2 7 legislative council shall serve as the vice
2 8 chairperson of the board.
2 9 3. The board shall adopt a space utilization
2 10 master plan for the capitol complex prior to the
2 11 expenditure by the board of any funds appropriated to
2 12 the board. Expenditures of any funds appropriated to
2 13 the board are subject to approval by a majority vote
2 14 of all the members of the board.
2 15 4. The legislative service bureau shall provide
2 16 staffing services to the board. The department of
2 17 general services and other state agencies shall at the
2 18 direction of the board carry out any formal actions
2 19 taken by the board with respect to the capitol
2 20 complex."
