1 2 #1. Page 15, by inserting after line 4 the
1 3 following:
1 4 "14. a. The department shall apply for available
1 5 federal funds for sexual abstinence education programs
1 6 in accordance with the federal Personal Responsibility
1 7 and Work Opportunity Reconciliation Act of 1966, Pub.
1 8 L. No. 104-193, } 912.
1 9 b. It is the intent of the general assembly to
1 10 comply with the United States Congress' intent to
1 11 assist welfare recipients to terminate dependency upon
1 12 government benefits by promoting marriage, reducing
1 13 the incidence of out-of-wedlock pregnancies, and
1 14 encouraging abstinence from sexual activities outside
1 15 of marriage with a focus upon those persons who are
1 16 most likely to bear children out-of-wedlock.
1 17 c. Any sexual abstinence education program awarded
1 18 moneys under the grant program shall meet the
1 19 definition of abstinence education in the federal law.
1 20 Grantees shall be evaluated based upon the extent to
1 21 which the abstinence program successfully communicates
1 22 the goals set forth in the federal law."
