1 24 "The department of education shall establish by
1 25 rule a procedure for the commission to be reimbursed
1 26 for that portion of the cost of providing interactive
1 27 video service to nonpublic and public schools for

1 29 colleges which is not included in the rates charged to
1 30 such users for such service. The Iowa
1 31 telecommunications and technology commission may
1 32 submit recommendations concerning the procedure to the
1 33 department.
1 34 Notwithstanding section 8.33 or 8.39, any balance
1 35 remaining from the appropriation in this paragraph
1 36 shall not revert to the general fund of the state but
1 37 shall be available for expenditure during the
1 38 subsequent fiscal year for the same purpose, and shall
1 39 not be transferred to any other program. The
1 40 department shall not be liable for reimbursing any
1 41 amounts which are in excess of the appropriation made
1 42 in this subsection.
