PAG LIN 1 1 Amend Senate File 549 as follows: 1 2 #1. Page 21, by inserting after line 2 the 1 3 following: 1 4 "Sec. . Section 257.31, Code 1997, is amended 1 5 by adding the following new subsection: 1 6 NEW SUBSECTION. 18. a. The committee may grant 1 7 transportation assistance aid to a school district 1 8 from funds appropriated in this subsection for the 1 9 purpose of providing additional funds for a budget 1 10 year to school districts whose base year average 1 11 transportation cost per pupil exceeds the base year 1 12 state average transportation cost per pupil. A 1 13 district's average transportation cost per pupil for a 1 14 base year shall be determined by dividing the 1 15 district's actual cost for all children transported in 1 16 all school buses for the base year pursuant to section 1 17 285.1, subsection 12, less the amount received for 1 18 transporting nonpublic school pupils under section 1 19 285.1, by the district's actual enrollment for the 1 20 base year, less the shared-time enrollment for the 1 21 base year as defined in section 257.6. The state 1 22 average transportation cost per pupil shall be 1 23 determined by dividing the total actual cost for all 1 24 children transported in all districts for the base 1 25 year by the total of all districts' actual enrollments 1 26 for the base year. To be eligible for transportation 1 27 assistance aid, a school district shall annually 1 28 certify its actual cost for all children transported 1 29 in all school buses for the base year not later than 1 30 July 15 of the budget year on forms prescribed by the 1 31 committee. The committee shall prioritize the 1 32 requests of eligible school districts ranking the 1 33 districts by their average transportation cost per 1 34 pupil as calculated under this paragraph, with 1 35 consideration given to sparsity of population and 1 36 geographic size of the district. Within the limits of 1 37 the funds appropriated in this subsection, 1 38 transportation assistance aid shall be paid to 1 39 districts in the order of the priority ranking. 1 40 Transportation assistance aid for a budget year for a 1 41 district is equal to the amount by which the 1 42 district's average transportation cost per pupil for 1 43 the base year exceeds two hundred percent of the state 1 44 average transportation cost per pupil for the base 1 45 year multiplied by the district's actual enrollment 1 46 for the base year less the shared-time enrollment for 1 47 the base year as defined in section 257.6. The 1 48 committee shall adopt rules establishing a procedure 1 49 for prioritizing requests. 1 50 Payment for a school year shall be made by 2 1 September 1 of the budget year. 2 2 b. There is appropriated from the general fund of 2 3 the state to the department of education for the use 2 4 of the school budget review committee, for each fiscal 2 5 year, the amount of one million five hundred thousand 2 6 dollars, or as much thereof as may be necessary, to 2 7 pay the transportation assistance aid to school 2 8 districts ranked in the highest priority under this 2 9 subsection." 2 10 #2.
