PAG LIN 1 1 Amend Senate File 549 as follows: 1 2 #1. Page 21, by inserting after line 2 the 1 3 following: 1 4 "Sec. 201. Section 257.6, subsection 5, unnumbered 1 5 paragraph 1, Code 1997, is amended to read as follows: 1 6 Weighted enrollment is the budget enrollment plus 1 7 the district's additional enrollment because of 1 8 special education calculated on December 1 of the base 1 9 year plus additional pupils added due to the 1 10 application of the supplementary weighting pursuant to 1 11 sections 257.11 and 257.13. 1 12 Sec. 202. NEW SECTION. 257.13 CLASS SIZE 1 13 REDUCTION WEIGHTING PROGRAM. 1 14 1. There is established a class size reduction 1 15 weighting program to provide additional funds for 1 16 school districts that develop a class size reduction 1 17 plan. To be eligible for supplementary weighting as 1 18 provided in this section, a school district shall 1 19 submit annually by April 15 of the base year to the 1 20 department of education a plan which includes, at a 1 21 minimum, the goals of reducing class size in 1 22 kindergarten and grades one through three, instituting 1 23 professional development to assist teachers in 1 24 teaching challenging curricula more effectively, and 1 25 engaging parents, teachers, school administrators, and 1 26 students in the achievement of the shared goal of 1 27 raising student achievement levels. In addition, the 1 28 plan shall provide for methods for measuring student 1 29 achievement and progress. 1 30 2. A pupil enrolled in a school district that 1 31 meets the requirements of subsection 1, and who is 1 32 assigned to a self-contained classroom in which the 1 33 student-to-teacher ratio is not more than fifteen 1 34 students to one teacher, or the equivalent in a school 1 35 that utilizes team teaching methods, and who is 1 36 receiving at a minimum the grade-appropriate 1 37 educational program provided in accordance with 1 38 section 256.11, is assigned a supplementary weighting 1 39 of two-tenths, which is in addition to any weighting 1 40 received under section 257.6, if the pupil is enrolled 1 41 in and attending the following: 1 42 a. Full-day kindergarten, or a combined 1 43 kindergarten and grade one program, in the fiscal year 1 44 beginning July 1, 1997, or in a succeeding fiscal 1 45 year. 1 46 b. Full-day kindergarten, or a combined 1 47 kindergarten and grade one program, or grade one in 1 48 the fiscal year beginning July 1, 1998, or in a 1 49 succeeding fiscal year. 1 50 c. Full-day kindergarten, or a combined 2 1 kindergarten and grade one program, grade one, or 2 2 grade two in the fiscal year beginning July 1, 1999, 2 3 or in a succeeding fiscal year. 2 4 d. Full-day kindergarten, or a combined 2 5 kindergarten and grade one program, grade one, grade 2 6 two, or grade three in the fiscal year beginning July 2 7 1, 2000, or in a succeeding fiscal year. 2 8 3. A school district shall provide a separate 2 9 accounting of the pupils eligible for supplemental 2 10 weighting in accordance with this section, when 2 11 certifying its actual enrollment to the department of 2 12 education." 2 13 #2. Page 27, by inserting after line 17 the 2 14 following: 2 15 "Sec. 203. Section 298.2, Code 1997, is amended by 2 16 adding the following new subsection: 2 17 NEW SUBSECTION. 6. Notwithstanding subsection 1, 2 18 the voter-approved physical plant and equipment levy 2 19 in a school district may exceed the sixty-seven cents 2 20 per thousand dollars of assessed valuation limit by 2 21 twenty-five cents if the levy exceeding sixty-seven 2 22 cents per thousand dollars of assessed valuation is 2 23 established by a school district that has developed a 2 24 class size reduction plan pursuant to section 257.13. 2 25 The revenue from the levy above the sixty-seven cent 2 26 limit provided for in subsection 1 shall be used for 2 27 purposes of facilities-related costs associated with 2 28 reducing class size in kindergarten and grades one 2 29 through three." 2 30 #3. Page 28, by inserting after line 28 the 2 31 following: 2 32 "Sec. . Sections 201, 202, and 203 of this Act, 2 33 relating to a class size reduction program, take 2 34 effect July 1, 1997, for computations required for the 2 35 school year beginning July 1, 1998." 2 36 #4.
