  1  3    #1.  Page 32, by inserting after line 14 the
  1  4 following:
  1  5    "The department may use available moneys
  1  6 appropriated to the department under this Act in
  1  7 making efforts to comply with the requirements of the
  1  8 state under the consent decree of Connor v.  Branstad,
  1  9 No. 4-86-CV-30871 (S.D. Iowa, July 15, 1994)."
