Page 26, by inserting after line 27 the 1 3 following: 1 4 "Of the funds appropriated in this subsection, the 1 5 division shall use such moneys as are necessary to 1 6 assist the state racing and gaming commission in 1 7 ensuring compliance with the purse allocation 1 8 provisions of section 99F.6." 1 9 #2. Page 30, by inserting after line 8 the 1 10 following: 1 11 "Sec. . Section 99F.6, subsection 4, paragraph 1 12 a, Code 1997, is amended to read as follows: 1 13 a. Before a license is granted, the division of 1 14 criminal investigation of the department of public 1 15 safety shall conduct a thorough background 1 16 investigation of the applicant for a license to 1 17 operate a gambling game operation on an excursion 1 18 gambling boat. The applicant shall provide 1 19 information on a form as required by the division of 1 20 criminal investigation. A qualified sponsoring 1 21 organization licensed to operate gambling games under 1 22 this chapter shall distribute the receipts of all 1 23 gambling games, less reasonable expenses, charges, 1 24 taxes, fees, and deductions allowed under this 1 25 chapter, as winnings to players or participants or 1 26 shall distribute the receipts for educational, civic, 1 27 public, charitable, patriotic, or religious uses as 1 28 defined in section 99B.7, subsection 3, paragraph "b". 1 29 However, if a licensee who is also licensed to conduct 1 30 pari-mutuel wagering at a horse racetrack has unpaid 1 31 debt from the pari-mutuel racetrack operations, the 1 32 first receipts of the gambling games operated within 1 33 the racetrack enclosure less reasonable operating 1 34 expenses, taxes, and fees allowed under this chapter 1 35 shall be first used to pay the annual indebtedness. 1 36 The commission shall authorize, subject to the debt 1 37 payments for horse racetracks and the provisions of 1 38 paragraph "b" for dog racetracks, a licensee who is 1 39 also licensed to conduct pari-mutuel dog or horse 1 40 racing to use receipts from gambling games within the 1 41 racetrack enclosure to supplement purses for races 1 42 particularly for Iowa-bred horses pursuant to an 1 43 agreement which shall be negotiated between the 1 44 licensee and representatives of the dog or horse 1 45 owners. For a licensee who is also licensed to 1 46 conduct pari-mutuel horse racing, the supplement to 1 47 the horse race purses shall be an amount equal to 1 48 fifteen percent of the annual adjusted gross receipts 1 49 received from gambling games and, of the total sum 1 50 allocated to supplement horse race purses, twenty 2 1 percent shall be used to supplement the purses of 2 2 Iowa-bred horses. A qualified sponsoring organization 2 3 shall not make a contribution to a candidate, 2 4 political committee, candidate's committee, state 2 5 statutory political committee, county statutory 2 6 political committee, national political party, or 2 7 fund-raising event as these terms are defined in 2 8 section 56.2. The membership of the board of 2 9 directors of a qualified sponsoring organization shall 2 10 represent a broad interest of the communities." 2 11 #3.
