1 2 #1. Page 5, line 2, by striking the words "attain
1 3 or".
1 4 #2. Page 7, by striking lines 22 through 27 and
1 5 inserting the following:
1 6 "1. If, as a condition of receiving federal funds
1 7 for the family investment program, federal law
1 8 requires implementation and administration of certain
1 9 activities during a period when the general assembly
1 10 is not in session, the department shall proceed to
1 11 implement and administer those provisions, even if in
1 12 conflict with other existing state law. However, the
1 13 period of implementation authorized under this
1 14 subsection shall end upon the adjournment of the
1 15 regular session of the general assembly immediately
1 16 following the commencement of the period of
1 17 implementation."
1 18 #3. Page 13, by striking line 20, and inserting
1 19 the following: "is not a parent who is nineteen years
1 20 of age or younger or a parent of a child who is less
1 21 than three months of age shall".
1 22 #4. Page 28, by striking lines 3 through 8 and
1 23 inserting the following:
1 24 "NEW SUBSECTION. 4A. "Family investment program"
1 25 means the family investment program eligibility
1 26 requirements under chapter 239B, except to the extent
1 27 federal law requires application of the eligibility
1 28 requirements under chapter 239, Code 1997, as in
1 29 effect on July 16, 1996."
1 30 #5. Page 31, line 9, by inserting after the word
1 31 "enactment." the following: "However, the department
1 32 of human services shall implement the following
1 33 provisions on or after the date indicated:
1 34 1. The department shall include a second cousin as
1 35 a specified relative as provided in section 239B.1,
1 36 subsection 12, paragraph "n", as enacted in this Act,
1 37 beginning July 1, 1997.
1 38 2. The department shall phase in the required
1 39 participation in a family investment agreement for
1 40 individuals who meet the conditions described in
1 41 paragraph "a" or "b". The phase-in shall be
1 42 implemented in a manner so that the required
1 43 participation applies to all family investment program
1 44 participants on or before July 1, 1998. The phase-in
1 45 of the required participation applies to individuals
1 46 who meet either of the following conditions:
1 47 a. The individual is a parent or specified
1 48 relative of a child who is less than three months of
1 49 age and began caring for the child before a referral
1 50 of the individual to the job opportunities and basic
2 1 skills program.
2 2 b. The individual is working thirty hours or more
2 3 per week and began working before a referral of the
2 4 individual to the job opportunities and basic skills
2 5 program."
2 6 #6. By renumbering as necessary.
