  1  2    #1.  Page 1, line 4, by inserting after the word
  1  3 "language." the following:  "To foster the inclusion
  1  4 of individuals whose primary language is a language
  1  5 other than the English language, the state shall make
  1  6 every effort to provide instruction in the English
  1  7 language to such adults and children throughout the
  1  8 state."
