  1  1    Amend House File 255 as passed by the House as
  1  2 follows:
  1  3    #1.  By striking page 3, line 33, through page 4,
  1  4 line 12, and inserting the following:
  1  5    "b.  Based upon information contained in county
  1  6 management plans and budgets, the state-county
  1  7 management committee shall recommend an allowed growth
  1  8 factor adjustment to the governor by November 15 for
  1  9 the succeeding fiscal year.  The governor shall
  1 10 recommend to the general assembly an allowed growth
  1 11 factor adjustment for the fiscal year which commences
  1 12 two years from the beginning date of the fiscal year
  1 13 in progress at the time the recommendation is made.
  1 14 The allowed growth factor adjustment shall address
  1 15 costs associated with new consumers of service,
  1 16 service cost inflation, and investments for economy
  1 17 and efficiency.  The governor shall consider the
  1 18 committee's recommendation in developing the
  1 19 governor's recommendation for an allowed growth factor
  1 20 adjustment for inclusion in shall be submitted to the
  1 21 general assembly at the time the governor's proposed
  1 22 budget for the succeeding fiscal year is submitted in
  1 23 accordance with chapter 8."
