  1  3    #1.  Page 1, by striking lines 28 and 29 and
  1  4 inserting the following:  "should be in balance while,
  1  5 in fact, federal indebtedness".
  1  6    #2.  Page 3, by striking lines 2 through 7 and
  1  7 inserting the following:
  1  8    "WHEREAS, large majorities".
