PAG LIN 1 1 Section 1. Section 256.7, Code 1997, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 21. Develop and adopt rules by July 1, 1 4 1999, incorporating accountability for student achievement 1 5 into the standards and accreditation process described in 1 6 section 256.11. The rules shall provide for a revision of the 1 7 accreditation process and shall include the minimum 1 8 requirements for a comprehensive school improvement plan, core 1 9 indicators, and annual reporting to both the department and 1 10 local communities as follows: 1 11 a. All school districts and accredited nonpublic schools 1 12 shall develop comprehensive school improvement action plans 1 13 that include, but are not limited to, demonstrated school, 1 14 parental, and community involvement in assessing educational 1 15 needs, establishing student learning goals and student 1 16 achievement levels, and, as applicable, the consolidation of 1 17 federal and state reporting requirements. 1 18 b. By September 1, 1998, the state board shall develop a 1 19 limited set of core indicators, for which the department will 1 20 report state data, in areas that include, but are not limited 1 21 to, math, reading, science, graduation rate, and postsecondary 1 22 education and employment. 1 23 c. All school districts and accredited nonpublic schools, 1 24 using multiple assessment measures shall, at a minimum, 1 25 annually assess students enrolled in grades three, eight, and 1 26 eleven, and shall annually report to the department and the 1 27 local community the district-wide progress made in attaining 1 28 student achievement levels on the core indicators and the 1 29 district-wide progress made in attaining locally established 1 30 student learning goals. The school districts and schools may 1 31 report on other locally determined factors influencing student 1 32 learning. The school districts and schools shall also report 1 33 to the local community their results by individual attendance 1 34 center. 1 35 EXPLANATION 2 1 This bill requires the state board of education to develop 2 2 and adopt rules by July 1, 1999, incorporating accountability 2 3 for student achievement into the education standards and 2 4 accreditation process for school districts and accredited 2 5 nonpublic schools. 2 6 The revision of the accreditation process is to include the 2 7 minimum requirements for a comprehensive school improvement 2 8 plan, including demonstrated school, parental, and community 2 9 involvement in assessing educational needs, establishing 2 10 student learning goals and student achievement levels, and 2 11 consolidation of federal and state reporting requirements; 2 12 core indicators, including math, reading, science, graduation 2 13 rate, and postsecondary education and employment; and annual 2 14 reporting, of assessment results for, at a minimum, grades 2 15 three, eight, and eleven, by school districts and accredited 2 16 nonpublic schools to both the department and their local 2 17 community. 2 18 LSB 4187HC 77 2 19 kh/jl/8
