1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY (PROPOSED COMMITTEE ON EDUCATION RESOLUTION)
1 3 A Concurrent Resolution providing for the formation
1 4 of a committee by the Legislative Council to
1 5 conduct a comprehensive study of school finance
1 6 and make recommendations for a revised school
1 7 aid formula.
1 8 WHEREAS, the school aid formula contained in Code
1 9 chapter 257 is subject to a sunset provision repealing
1 10 the chapter effective July 1, 2001; and
1 11 WHEREAS, inequities between school districts under
1 12 the present school aid formula exist, based in part on
1 13 escalating transportation costs, special needs
1 14 resulting from declining or increasing enrollments,
1 15 special education funding inequities, and the needs of
1 16 students who require special assistance to
1 17 successfully complete the requirements of a standard
1 18 school curriculum; and
1 19 WHEREAS, there exists interest in and support for a
1 20 new school foundation formula addressing existing
1 21 inequities, easing the property tax burden, and
1 22 simplifying the present formula; and
1 23 WHEREAS, the General Assembly believes that a
1 24 comprehensive review of the current school aid formula
1 25 and a study of proposed modifications or revisions
1 26 prior to that date are necessary and in the best
1 27 interests of the schoolchildren and citizens of the
1 28 state of Iowa; NOW THEREFORE,
1 29 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 30 SENATE CONCURRING, That the Legislative Council shall
2 1 appoint a working committee to conduct a comprehensive
2 2 study of school finance and make recommendations for a
2 3 school finance program for Iowa for the year 2000 and
2 4 beyond. The study shall include a review of the
2 5 present school finance formula, the property tax
2 6 burden on taxpayers of the various school districts
2 7 including their property assessment practices, and
2 8 identification of potential alternative methods of
2 9 school finance in anticipation of the repeal of the
2 10 present state school foundation formula effective July
2 11 1, 2001.
2 12 The working committee shall be composed of members
2 13 of both political parties and both houses of the
2 14 General Assembly who are members of the Committees on
2 15 Education and the Committees on Ways and Means and
2 16 members who represent the Department of Education,
2 17 education interest groups, and other organizations and
2 18 associations interested in school finance.
2 19 The committee shall be staffed by the Legislative
2 20 Service Bureau and the Legislative Fiscal Bureau. The
2 21 committee shall begin its deliberations following the
2 22 adjournment of the 1997 Session of the General
2 23 Assembly and shall issue its report of recommendations
2 24 by January 1, 1999.
2 25 It is the intent of the General Assembly that the
2 26 General Assembly meeting in 1999 shall enact a school
2 27 aid formula to replace the formula contained in Code
2 28 chapter 257. The new formula shall take effect for
2 29 computations and procedures needed during the school
2 30 year beginning July 1, 2000, in order to implement the
3 1 new formula for the school year beginning July 1,
3 2 2001.
