1 1 Section 1. Section 455D.11, subsection 1, paragraph d,
1 2 Code 1997, is amended to read as follows:
1 3 d. "Tire collector" means either a person who owns or
1 4 operates a site used for the storage, collection, or deposit
1 5 of more than five hundred waste tires or authorized vehicle
1 6 recycler who is licensed by the department of transportation
1 7 pursuant to section 321H.4 and who owns or operates a site
1 8 used for the storage, collection, or deposit of more than
1 9 three thousand five hundred waste tires.
1 10 EXPLANATION
1 11 Code section 455D.11 deals with the collection and
1 12 processing of waste tires. A tire collector in section
1 13 455D.11 is a person who owns or operates a site used for the
1 14 storage, collection, or deposit of more than 500 waste tires.
1 15 This bill adds licensed authorized vehicle recyclers, commonly
1 16 referred to as automobile tire recycling dealers, who own or
1 17 operate sites used for the storage, collection, or deposit of
1 18 more than 3,500 waste tires to the definition of a tire
1 19 collector. As a result, such an automobile tire recycling
1 20 dealer will not be required to obtain a permit to operate a
1 21 site until the 3,500-waste tire threshold is met.
