PAG LIN 1 1 HOUSE RESOLUTION NO. ___ 1 2 BY GARMAN, VANDE HOEF, WELTER, HEATON, LARKIN, 1 3 RICHARDSON, MYERS, CORMACK, and BELL 1 4 A House Resolution honoring Mr. Harry Cannon upon 1 5 his retirement as the Deputy Director for Prison 1 6 Industries of the Iowa Department of Corrections. 1 7 WHEREAS, Prison Industries reported losses in four 1 8 out of the five years preceding Mr. Cannon's 1 9 employment as Deputy Director for Prison Industries in 1 10 1985; and 1 11 WHEREAS, long before "customer-driven" became a 1 12 part of this country's business lexicon, Mr. Cannon's 1 13 infectious regard for the employees and customers of 1 14 Prison Industries created enthusiastic employees who 1 15 care deeply about quality and customers who are 1 16 pleased with Prison Industries' products; and 1 17 WHEREAS, Prison Industries' performance level led 1 18 to profits totaling $6.7 million during 11 successive 1 19 years while Mr. Cannon was Deputy Director; and 1 20 WHEREAS, building construction and equipment 1 21 purchases and installation during Mr. Cannon's tenure 1 22 generated more than $5 million for the state; and 1 23 WHEREAS, the productivity of Iowa's inmates for the 1 24 past five years, as measured by dollars shipped per 1 25 inmate employee, has been recognized by independent 1 26 audit to be the highest in the nation; and 1 27 WHEREAS, Prison Industries, responding to a 1 28 legislative mandate enacted in 1991, reduced 1 29 supervisors from 22 to 11, decreased the layers of 1 30 management from six to three, and created technical 2 1 career paths through the establishment of technical 2 2 positions equal to management in responsibility and 2 3 salary; and 2 4 WHEREAS, during the last decade, Prison Industries 2 5 exceeded affirmative action and equal opportunity 2 6 goals by increasing from one to 13 the number of 2 7 protected class employees in managerial and technical 2 8 positions; and 2 9 WHEREAS, during Mr. Cannon's tenure four new 2 10 service divisions, the Tourism Call Center, the 2 11 Braille Production Shop, the Document Imaging Center, 2 12 and the State Surplus Division, were created within 2 13 Prison Industries; and 2 14 WHEREAS, the Braille Production Shop has received 2 15 national recognition for the quality of its raised 2 16 line drawings and was one of 12 semifinalists selected 2 17 from 1,800 entries for the Ford Foundation "Innovation 2 18 in Government" award; and 2 19 WHEREAS, the Braille Production Shop makes it 2 20 possible for the Department for the Blind to meet its 2 21 mandate to supply materials in Braille to all blind 2 22 students; and 2 23 WHEREAS, two of the fewer than 150 persons 2 24 certified nationwide by the Library of Congress as 2 25 Nemeth Code transcribers are inmate workers for Prison 2 26 Industries; and 2 27 WHEREAS, Prison Industries' sales have climbed from 2 28 $5.8 million in 1986 to $13.1 million in 1996; NOW 2 29 THEREFORE, 2 30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 3 1 That tribute be paid to Mr. Harry Cannon for his 3 2 devoted service to Prison Industries, the employees of 3 3 Prison Industries, and the citizens of this state and, 3 4 upon his retirement, wished health and happiness in 3 5 the years ahead; and 3 6 BE IT FURTHER RESOLVED, That an official copy of 3 7 this Resolution be prepared and presented to Mr. Harry 3 8 Cannon. 3 9 LSB 2405HH 77 3 10 kh/jw/5
