1 1 Section 1. NEW SECTION. 403.23 ANNUAL REPORTING.
1 2 1. On or before September 30 of each year, the
1 3 municipality shall submit the annual financial report prepared
1 4 pursuant to section 403.15 to the department of management and
1 5 to the county auditor of the county in which the municipality
1 6 is located. In addition to the information contained in the
1 7 report, the municipality shall provide the following
1 8 information to the department and to the county auditor:
1 9 a. A listing and description of each project within an
1 10 urban renewal area.
1 11 b. The amount of loans, advances, indebtedness, or bonds
1 12 which qualified for payment from the special fund for each
1 13 urban renewal project in the preceding fiscal year.
1 14 c. The total of the amount specified in paragraph "b" for
1 15 each urban renewal area located in the municipality.
1 16 d. The expiration of the urban renewal area, if
1 17 applicable, or otherwise the term of the indebtedness.
1 18 2. At the request of the legislative fiscal bureau, the
1 19 department of management shall provide the reports and
1 20 additional information to the fiscal bureau. The department
1 21 of management, in consultation with the legislative fiscal
1 22 bureau, shall determine reporting criteria for reports filed
1 23 with the department pursuant to this subsection.
1 24 EXPLANATION
1 25 This bill requires a municipality which has established an
1 26 urban renewal area to submit a copy of the annual financial
1 27 report of the urban renewal area to the department of
1 28 management on or before September 30 of each year. Also, on
1 29 or before September 30, the municipality is to send a copy of
1 30 the report to the county auditor of the county where the urban
1 31 renewal area is located. In addition to the report, the bill
1 32 requires other information about the urban renewal area and
1 33 projects within the urban renewal area be provided to the
1 34 department and to the county auditor. The bill also provides
1 35 that the department shall provide the legislative fiscal
2 1 bureau with the reports and additional information upon the
2 2 request of the bureau.
