  1  1    Section 1.  Section 321L.2A, Code Supplement 1997, is
  1  2 amended to read as follows:
  1  3    321L.2A  WHEELCHAIR LIFT WARNING PARKING CONE.
  1  4    The department shall, upon the request of a person issued a
  1  5 persons with disabilities parking permit under section 321L.2
  1  6 who operates a motor vehicle with uses a wheelchair lift,
  1  7 shall provide the person with a traffic parking cone bearing
  1  8 the international symbol of accessibility and the words
  1  9 "wheelchair lift parking space".  The department shall adopt
  1 10 rules as necessary to implement administer this section.  
  1 11                           EXPLANATION
  1 12    This bill provides that persons with disabilities who use a
  1 13 wheelchair may request from the department of transportation a
  1 14 parking cone bearing the words "wheelchair parking space".
  1 15 The bill expands the persons eligible for a parking cone to
  1 16 include all persons who use wheelchairs, not just persons who
  1 17 operate a vehicle with a wheelchair lift.  The parking cone is
  1 18 used to block another parking space to allow persons using a
  1 19 wheelchair to enter or exit a vehicle.
