PAG LIN 1 1 Section 1. Section 321.445, subsection 2, paragraph c, 1 2 Code Supplement 1997, is amended to read as follows: 1 3 c. The driver of a motor vehicle while performing duties 1 4 as a rural letter carrier for the United States postal service 1 5 or the driver of a motor vehicle while delivering newspapers 1 6 in a vehicle marked as a newspaper carrier.ThisThese 1 7exemption appliesexemptions apply only between the first and 1 8 last deliverypoint after leaving the post office and the last1 9delivery point before returning to the post officepoints on 1 10 the carrier's route. 1 11 EXPLANATION 1 12 Current law exempts drivers of motor vehicles from wearing 1 13 a seat belt if the driver is actively engaged in work that 1 14 requires frequent entry and exit from the vehicle. The law 1 15 does not exempt drivers from wearing seat belts other than 1 16 rural letter carriers if the deliveries are made while the 1 17 driver is seated in a vehicle. 1 18 This bill would provide that a driver of a motor vehicle is 1 19 exempt from wearing a seat belt while delivering newspapers. 1 20 The motor vehicle must be marked as a newspaper delivery 1 21 vehicle and the exemption only applies between the first and 1 22 last delivery.
