1 1 Section 1. Section 262.9, Code Supplement 1997, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 30. Develop a policy and adopt rules
1 4 relating to tracking and assessing student athlete graduation
1 5 rates and student athletes' participation in unlawful
1 6 activities. In the development of the policy, the board shall
1 7 include a review of past graduation rates by student athletes
1 8 and past involvement in unlawful activities by student
1 9 athletes. The policy shall include goals to achieve both
1 10 higher graduation rates and lower rates of participation in
1 11 unlawful activities. The rules shall include procedures
1 12 directed at achieving the goals set in the policy and shall be
1 13 reviewed and updated at least once every three years.
1 14 Sec. 2. ADOPTION OF A POLICY AND RULES. The board of
1 15 regents shall develop a policy and adopt rules by June 30,
1 16 1999.
1 17 EXPLANATION
1 18 This bill provides that the board of regents shall adopt a
1 19 policy relating to graduation rates of student athletes and
1 20 the participation in unlawful activities by student athletes.
1 21 The bill provides that the board shall adopt rules aimed at
1 22 meeting goals set in the policy regarding higher graduation
1 23 rates of student athletes and lower rates of participation in
1 24 unlawful activities. Development of a policy and adoption of
1 25 rules shall take place by June 30, 1999, and shall be reviewed
1 26 and updated at least once every three years.
