1 1 Section 1. Section 257.10, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 5A. SCHOOL DISTRICT SPENDING AUTHORITY.
1 4 A school district's spending authority shall be determined
1 5 by multiplying the combined district cost per pupil as
1 6 determined in subsection 5 by the weighted enrollment of the
1 7 school district as determined in section 257.6, subsection 5.
1 8 A school district's spending authority as determined by this
1 9 subsection shall be the sole factor used by an arbitrator or
1 10 arbitrators, pursuant to section 20.22, subsection 9, in
1 11 assessing the school district's financial ability to pay for a
1 12 proposed collective bargaining agreement.
1 13 EXPLANATION
1 14 This bill provides that a school district's spending
1 15 authority is determined by multiplying the combined district
1 16 cost per pupil for the district by the weighted enrollment of
1 17 the district. The bill further provides that the district's
1 18 spending authority shall be the factor used by arbitrators in
1 19 collective bargaining for assessing the ability of the school
1 20 district to pay for any proposed collective bargaining
1 21 agreement.
