1 2 1997, is amended by striking the subsection.
1 3 EXPLANATION
1 4 This bill relates to the property tax relief fund by
1 5 striking an appropriation from the fund for a state medical
1 6 assistance obligation.
1 7 The bill strikes subsection 3 of Code section 426B.1, which
1 8 currently appropriates $6.6 million to the department of human
1 9 services for the nonfederal share of costs of the following
1 10 services provided under the medical assistance (Medicaid)
1 11 program to minors in accordance with Code section 249A.12:
1 12 intermediate care facility services for persons with mental
1 13 retardation and home and community-based services for persons
1 14 with mental retardation. The stricken subsection provides
1 15 that the amount of the appropriation is charged to the
1 16 property tax relief fund before moneys are distributed to
1 17 counties for property tax relief so the effect of the bill
1 18 would be to increase the amount available for distribution.
1 19 In addition, the stricken language provides that the $6.6
1 20 million is to be considered to be a property tax relief
1 21 payment for purposes of the combined amount of payments
1 22 required to achieve 50 percent of the counties' base year
1 23 expenditures as provided in section 426B.2, subsection 2.
