  1  1    Section 1.  Section 322.5, Code 1997, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  4.  A nonresident motor vehicle dealer,
  1  4 who is authorized by a written contract with a manufacturer or
  1  5 distributor of new motor trucks to sell at retail such new
  1  6 motor trucks, may display motor trucks within this state at
  1  7 qualified events approved by the department.  The dealer must
  1  8 obtain a temporary permit from the department.  An application
  1  9 for a temporary permit shall be made upon a form provided by
  1 10 the department and shall be accompanied by a ten dollar permit
  1 11 fee.  Permits shall be issued for a period not to exceed
  1 12 fourteen days.  The department shall issue a temporary permit
  1 13 under this subsection only if the qualified event for which
  1 14 the permit is issued meets all of the following conditions:
  1 15    a.  The sale of motor vehicles is not allowed during the
  1 16 qualified event.
  1 17    b.  The qualified event is conducted in a controlled area
  1 18 and is not open to the public generally.
  1 19    c.  The qualified event generally promotes the motor truck
  1 20 industry.
  1 21    A temporary permit shall not be issued under this
  1 22 subsection unless the state in which the nonresident motor
  1 23 vehicle dealer is licensed extends by reciprocity similar
  1 24 privileges to a motor vehicle dealer licensed by this state.
  1 25    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 26 immediate importance, takes effect upon enactment.  
  1 27                           EXPLANATION
  1 28    The bill permits nonresident motor truck dealers to display
  1 29 motor trucks in this state at a qualified event.  A qualified
  1 30 event is one which does not allow the sale of motor vehicles,
  1 31 which is not open to the public, and which promotes the
  1 32 trucking industry.  No temporary permit will be issued to the
  1 33 applicant unless the applicant's state provides reciprocity to
  1 34 a motor vehicle dealer licensed in Iowa.  Permits may be
  1 35 issued for a period not to exceed 14 days upon payment of a
  2  1 $10 fee.
  2  2    The bill takes effect upon enactment.
