  1  1    Section 1.  Section 321.453, Code 1997, is amended to read
  1  2 as follows:
  1  3    321.453  EXCEPTIONS.
  1  4    The provisions of this chapter governing size, weight, and
  1  5 load, and the permit requirements of chapter 321E do not apply
  1  6 to fire apparatus, to road maintenance equipment owned by or
  1  7 under lease to any state or local authority, to implements of
  1  8 husbandry temporarily moved upon a highway, to implements of
  1  9 husbandry moved from farm site to farm site or between the
  1 10 retail seller and a farm purchaser within a one hundred mile
  1 11 radius from the retail seller's place of business, to
  1 12 implements of husbandry moved between a retail seller and the
  1 13 site of an agricultural exposition or a fair administered
  1 14 pursuant to chapter 173 or 174, indivisible implements of
  1 15 husbandry temporarily moved between the place of manufacture
  1 16 and a retail seller or a farm purchaser, to implements of
  1 17 husbandry received and moved by a retail seller of implements
  1 18 of husbandry in exchange for an a purchased implement
  1 19 purchased, or to implements of husbandry moved for repairs,
  1 20 except on any part of the interstate highway system.  A
  1 21 vehicle, carrying an implement of husbandry, which is exempted
  1 22 from the permit requirements under this section shall be
  1 23 equipped with an amber flashing light under section 321.423,
  1 24 shall be equipped with warning flags on that portion of the
  1 25 vehicle which protrudes into oncoming traffic, and shall only
  1 26 operate from thirty minutes prior to sunrise to thirty minutes
  1 27 following sunset.  
  1 28                           EXPLANATION 
  1 29    This bill amends Code section 321.453 which provides that
  1 30 the provisions of Code chapter 321 regulating the size,
  1 31 weight, and load of vehicles and Code chapter 321E requiring
  1 32 permits for the movement of certain vehicles do not apply in
  1 33 some cases to implements of husbandry.  One exception provides
  1 34 that an implement of husbandry may be moved between a retail
  1 35 seller and a farm purchaser within a 100-mile radius from the
  2  1 retail seller's place of business.  This bill eliminates the
  2  2 100-mile condition.  It also provides that an implement of
  2  3 husbandry may be moved between a retail seller's place of
  2  4 business and an agricultural exposition or fair.
