  1  1    Section 1.  Section 483A.7, subsection 3, Code 1997, is
  1  2 amended to read as follows:
  1  3    3.  A nonresident wild turkey hunter is required to have
  1  4 only a nonresident wild turkey hunting license and a wildlife
  1  5 habitat stamp.  The commission shall annually limit to two
  1  6 four thousand licenses the number of nonresidents allowed to
  1  7 have wild turkey hunting licenses.  The number of nonresident
  1  8 wild turkey hunting licenses shall be determined as provided
  1  9 in section 481A.38.  The commission shall allocate the
  1 10 nonresident wild turkey hunting licenses issued among the
  1 11 zones based on the populations of wild turkey.  A nonresident
  1 12 applying for a wild turkey hunting license must exhibit proof
  1 13 of having successfully completed a hunter safety and ethics
  1 14 education program as provided in section 483A.27 or its
  1 15 equivalent as determined by the department before the license
  1 16 is issued.
  1 17    Sec. 2.  Section 483A.8, subsection 3, Code 1997, is
  1 18 amended to read as follows:
  1 19    3.  A nonresident deer hunter is required to have only a
  1 20 nonresident deer license and a wildlife habitat stamp.  The
  1 21 commission shall annually limit to five ten thousand licenses
  1 22 the number of nonresidents allowed to have deer hunting
  1 23 licenses.  The number of nonresident deer hunting licenses
  1 24 shall be determined as provided in section 481A.38.  The
  1 25 commission shall allocate the nonresident deer hunting
  1 26 licenses issued among the zones based on the populations of
  1 27 deer.  However, a nonresident applicant may request one or
  1 28 more hunting zones, in order of preference, in which the
  1 29 applicant wishes to hunt.  If the request cannot be fulfilled,
  1 30 the applicable fees shall be returned to the applicant.  A
  1 31 nonresident applying for a deer hunting license must exhibit
  1 32 proof of having successfully completed a hunter safety and
  1 33 ethics education program as provided in section 483A.27 or its
  1 34 equivalent as determined by the department before the license
  1 35 is issued.  
  2  1                           EXPLANATION
  2  2    This bill increases the number of nonresident wild turkey
  2  3 hunting licenses which may be issued annually from 2,000 to
  2  4 4,000, and the number of nonresident deer hunting licenses
  2  5 which may be issued annually from 5,000 to 10,000.
