1 1 Section 1. Section 15A.1, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 4. A state agency shall not provide a
1 4 grant, loan, or other financial assistance to a private person
1 5 or on behalf of a private person for economic development when
1 6 regional wage levels are one criteria considered in
1 7 determining whether assistance is given, unless the
1 8 calculation of regional wage levels is calculated by dividing
1 9 the sum of the wages of all workers in the defined region by
1 10 the total number of workers in the defined region.
1 11 EXPLANATION
1 12 This bill prohibits any state agency from providing
1 13 economic development assistance when regional wage levels are
1 14 one criteria considered unless the regional wage levels are
1 15 calculated in a particular manner. The bill provides that
1 16 regional wage levels must be calculated by dividing the sum of
1 17 the wages of all workers in the defined region by the total
1 18 number of workers in the defined region.
