  1  1    Section 1.  NEW SECTION.  7E.3A  EMPLOYMENT AND SPENDING
  1  2 LIMITATIONS – ACTIVITIES RELATING TO CHINA.
  1  3    A department is prohibited from increasing the number of
  1  4 full-time employees employed for or the amount of money
  1  5 expended on the department's activities relating to China from
  1  6 the employment and expenditure levels established during the
  1  7 fiscal year beginning July 1, 1997.  
  1  8                           EXPLANATION
  1  9    This bill prohibits a department in state government from
  1 10 increasing above levels established during the fiscal year
  1 11 beginning July 1, 1997, the number of full-time employees
  1 12 employed for or the amount of money expended on the
  1 13 department's activities relating to China.
