PAG LIN 1 1 Section 1. NEW SECTION. 272E.1 TITLE. 1 2 This chapter shall be known and may be cited as the 1 3 "Neighborhood Development Initiative Act". 1 4 Sec. 2. NEW SECTION. 272E.2 PURPOSE. 1 5 The purpose of the neighborhood development initiative is 1 6 to facilitate community development in neighborhoods through 1 7 engaging and training volunteers. 1 8 Sec. 3. NEW SECTION. 272E.3 NEIGHBORHOOD DEVELOPMENT 1 9 INITIATIVE PROGRAM. 1 10 1. A neighborhood development initiative program shall be 1 11 undertaken and implemented through a collaborative effort by 1 12 board of regents institutions. The lead institution in the 1 13 program shall be the institute for decision making at the 1 14 university of northern Iowa. The program shall include pilot 1 15 projects on all of the following: 1 16 a. In an existing neighborhood without a formal 1 17 neighborhood organization, a pilot project shall develop a 1 18 formal neighborhood organization, determine neighborhood needs 1 19 and priorities, identify community resources available to the 1 20 neighborhood, develop leadership, recommend changes, develop 1 21 an action plan, and develop a budget. 1 22 b. In a newly organized neighborhood organization, a pilot 1 23 project shall assess the effectiveness of the organization, 1 24 identify or review priorities and new issues, assess plans and 1 25 progress, recommend changes, develop an action plan, develop a 1 26 budget, and develop a fund-raising plan. 1 27 c. In a mature and established neighborhood organization, 1 28 a pilot project shall assess past success, assess the 1 29 organizational organization, assess the plans and programs, 1 30 develop an action plan, develop a budget and identify or seek 1 31 community resources, recommend public policy updates, 1 32 recommend changes, and develop a communication plan. 1 33 2. The pilot projects shall result in the development of 1 34 program requirements, program qualifications, and a 1 35 recommended approach for a neighborhood development initiative 2 1 program for neighborhoods at any stage of development. 2 2 3. By January 1, 1998, the board of regents institutions 2 3 participating in the pilot projects shall submit a joint 2 4 report to the general assembly regarding the results of the 2 5 pilot projects and a recommended approach for the full 2 6 implementation of a neighborhood development initiative 2 7 program. 2 8 Sec. 4. APPROPRIATION. There is appropriated from the 2 9 general fund of the state to the board of regents for the 2 10 fiscal year beginning July 1, 1997, and ending June 30, 1998, 2 11 the following amount, or so much thereof as is necessary, to 2 12 be used for the purposes designated: 2 13 For the institute of decision making at the university of 2 14 northern Iowa for the purpose of the implementation of pilot 2 15 projects in conjunction with other board of regent 2 16 institutions pursuant to chapter 272E, including salaries, 2 17 support, maintenance, and miscellaneous purposes: 2 18 ...................................................$ 50,000 2 19 EXPLANATION 2 20 This bill establishes a neighborhood development initiative 2 21 program. 2 22 The bill provides that the program shall include pilot 2 23 projects to be conducted to develop program requirements, 2 24 program qualifications, and a recommended approach for a 2 25 neighborhood development initiative program. The pilot 2 26 projects shall be conducted as a collaborative effort by board 2 27 of regents institutions with the lead institution being the 2 28 institute for decision making at the university of northern 2 29 Iowa. The pilot projects shall be conducted in an existing 2 30 neighborhood without a formal organization, a newly organized 2 31 neighborhood organization, and a mature and established 2 32 neighborhood organization. In each neighborhood, the pilot 2 33 project shall, among other things, examine and develop 2 34 neighborhood organization, determine needs and priorities, 2 35 assess and develop plans, recommend changes, and develop a 3 1 budget. Results of the pilot projects and a recommended 3 2 approach for the full implementation of the neighborhood 3 3 development initiative program shall be submitted in a report 3 4 to the general assembly by January 1, 1998. 3 5 The bill provides for an appropriation of $50,000 to the 3 6 board of regents for the implementation of the pilot projects. 3 7 LSB 2664HH 77 3 8 tm/cf/24
