1 1 Section 1. Section 321.373, subsection 4, Code 1997, is
1 2 amended to read as follows:
1 3 4. Every school bus shall be equipped with a comfortable
1 4 seat for each child. Every new school bus purchased on or
1 5 after July 1, 1997, shall be equipped with safety belts for
1 6 each child.
1 7 Sec. 2. CONTINGENT EFFECTIVENESS. This Act shall not take
1 8 effect unless an appropriation is enacted or the state's share
1 9 of the cost of this Act is specified in accordance with
1 10 section 25B.2, subsection 3.
1 11 EXPLANATION
1 12 This bill requires new school buses purchased on or after
1 13 July 1, 1997, to have safety belts for each child.
1 14 This bill contains a contingent effectiveness provision
1 15 which states that the bill does not take effect unless the
1 16 state complies with the state mandate funding requirements of
1 17 Code section 25B.2, which requires funding for the cost of the
1 18 state mandate to be provided or specified.
