  1  1    Section 1.  Section 295.2, subsection 1, paragraph c, Code
  1  2 1997, is amended to read as follows:
  1  3    c.  There is appropriated from the general fund of the
  1  4 state to the department of education for each the fiscal year
  1  5 of the fiscal period beginning July 1, 1997, and ending June
  1  6 30, 2001 1998, the sum of thirty one hundred twenty million
  1  7 dollars for the school improvement technology program.
  1  8    Sec. 2.  Section 295.2, subsections 2 and 3, Code 1997, are
  1  9 amended to read as follows:
  1 10    2.  From the moneys appropriated in subsection 1, paragraph
  1 11 "c", other than the moneys allocated in subsection 3, for each
  1 12 fiscal year in which moneys are appropriated, the amount of
  1 13 moneys allocated to school districts shall be in the
  1 14 proportion that the basic enrollment of a district bears to
  1 15 the sum of the basic enrollments of all school districts in
  1 16 the state for the budget year.  However, a district shall not
  1 17 receive less than fifteen sixty thousand dollars in a fiscal
  1 18 year.  The Iowa braille and sight saving school, the state
  1 19 school for the deaf, and the Price laboratory school at the
  1 20 university of northern Iowa shall annually certify their basic
  1 21 enrollments to the department of education by October 1.  The
  1 22 department of human services shall certify the average student
  1 23 yearly enrollments of the state training school, the Iowa
  1 24 juvenile home, Woodward state hospital-school, and Glenwood
  1 25 state hospital-school to the department of education by
  1 26 October 1.
  1 27    3.  From the moneys appropriated in subsection 1, for each
  1 28 fiscal year in which moneys are appropriated paragraph "c",
  1 29 the sum of four one million eight hundred fifty thousand
  1 30 dollars shall be divided among the area education agencies
  1 31 based upon each area education agency's percentage of the
  1 32 total full-time equivalent elementary and secondary teachers
  1 33 employed in the school districts in this state.  An area
  1 34 education agency may contract with an appropriate accredited
  1 35 institution of higher education in Iowa to provide staff
  2  1 development and training in accordance with section 295.3.
  2  2    Sec. 3.  Section 295.3, subsections 1 and 2, Code 1997, are
  2  3 amended to read as follows:
  2  4    1.  The board of directors of a school district shall adopt
  2  5 a technology plan that supports school improvement technology
  2  6 efforts and includes an evaluation component.  The plan shall
  2  7 be developed by licensed professional staff of the district,
  2  8 including both teachers and administrators.  The plan shall,
  2  9 at a minimum, focus on the attainment of student achievement
  2 10 goals under sections 280.12 and 280.18, shall consider the
  2 11 district's interconnectivity with the Iowa communications
  2 12 network, and shall demonstrate how, over a four-year period,
  2 13 the board will utilize technology to improve student
  2 14 achievement.  Technology plans The technology plan shall be
  2 15 kept on file in the district and a copy sent to the
  2 16 appropriate area education agency.  Progress made under these
  2 17 plans the plan shall be included as part of the annual report
  2 18 submitted to the department of education in compliance with
  2 19 sections 280.12 and 280.18.
  2 20    2.  Each area education agency shall develop a plan to
  2 21 assist school districts in the development of a technology
  2 22 planning process to meet the purposes of this chapter.  The
  2 23 plan shall describe how the area education agency intends to
  2 24 support school districts with instructional technology staff
  2 25 development and training.  For the fiscal year beginning July
  2 26 1, 1996, and ending June 30, 1997, prior Prior to the receipt
  2 27 of funds, each area education agency shall provide the
  2 28 department of education adequate assurance that a technology
  2 29 plan as required under this section has been or is being
  2 30 developed.  For the fiscal year beginning July 1, 1997, and
  2 31 for each succeeding fiscal year, each an area education agency
  2 32 shall submit its plan to the department of education.  The
  2 33 department shall approve each the plan prior to the
  2 34 disbursement of funds.
  2 35    Sec. 4.  Section 295.5, Code 1997, is amended to read as
  3  1 follows:
  3  2    295.5  FUTURE REPEAL.
  3  3    This chapter is repealed effective July 1, 2001 1998.  
  3  4                           EXPLANATION
  3  5    This bill appropriates to the department of education in
  3  6 one year, fiscal year 1997-1998, the $120 million sum total of
  3  7 school improvement technology program funds.  Under the Code,
  3  8 the $120 million is appropriated in $30 million annual
  3  9 increments during the fiscal period beginning July 1, 1997,
  3 10 and ending June 30, 2001.
  3 11    As the total appropriation is increased for fiscal year
  3 12 1997-1998, the minimum allocation to school districts is
  3 13 increased to $60,000, and the allocation to area education
  3 14 agencies is increased to $1.8 million.
  3 15    Under the bill, a school district must adopt, submit to the
  3 16 department of education, and keep on file only one technology
  3 17 plan.  In addition, the bill requires an area education agency
  3 18 to submit a plan to the department of education prior to
  3 19 receiving school improvement technology funds.
