1 1 Section 1. NEW SECTION. 2C.24 OFFICE OF QUALITY CONTROL.
1 2 1. The office of quality control is established under the
1 3 control of the office of citizens' aide to investigate state
1 4 government expenditures and determine cost reduction measures
1 5 which would not decrease services provided by any agency.
1 6 Investigations shall be initiated by a complaint or by the
1 7 office of quality control's own motion.
1 8 2. The office of quality control shall establish, service,
1 9 and maintain a toll-free telephone line to receive complaints
1 10 concerning state agency actions or expenditures.
1 11 3. When a citizen complaint leads to the implementation of
1 12 a cost reduction measure within state government, the citizen
1 13 making the complaint may be awarded ten thousand dollars if
1 14 the measure results in a savings of ten thousand dollars or
1 15 more. The citizens' aide shall approve all awards. A
1 16 certificate of appreciation shall be awarded to a citizen
1 17 making a complaint which leads to the implementation of a cost
1 18 reduction measure within state government of less than ten
1 19 thousand dollars.
1 20 4. An award made pursuant to this section shall be paid
1 21 for out of the appropriated funds of the department realizing
1 22 the cost reduction, but the award shall be void if payment
1 23 would violate any state or federal contract, law, or
1 24 regulation, or impair any agency contractual obligation.
1 25 5. The office of quality control shall file a report with
1 26 the governor and the general assembly for each fiscal year,
1 27 relating to the administration and implementation of cost
1 28 reduction measures for state government. If the report does
1 29 not show a total reduction over a one-year period equal to or
1 30 more than two hundred fifty percent of the budget of the
1 31 office of quality control over the same fiscal year, the
1 32 office of quality control shall be disbanded and the awards
1 33 provided for in this section shall no longer be made.
1 34 EXPLANATION
1 35 This bill establishes the office of quality control under
2 1 the control of the office of citizens' aide. The office of
2 2 quality control shall investigate state government
2 3 expenditures and determine cost reduction measures.
2 4 The office of quality control shall establish a toll-free
2 5 telephone line to receive complaints on state agency actions
2 6 or expenditures. If a citizen complaint leads to the
2 7 implementation of a cost reduction measure of more than
2 8 $10,000, then the citizen making the complaint may receive a
2 9 $10,000 award. For the implementation of a cost reduction
2 10 measure of less than $10,000, the citizen making the complaint
2 11 shall receive a certificate of appreciation. Awards shall be
2 12 paid for out of the appropriated funds of the department
2 13 realizing the cost reduction.
2 14 The office of quality control shall submit a report to the
2 15 general assembly and the governor for each fiscal year
2 16 relating to the administration and implementation of cost
2 17 reduction measures. If the report does not show a total
2 18 reduction over a one-year period equal to or more than 250
2 19 percent of the budget of the office of quality control, then
2 20 the office of quality control shall be disbanded and the
2 21 awards provided for in this section shall no longer be made.
