  1  4 RELATING TO PROGRAMS ADMINISTERED BY THE COLLEGE STUDENT
  1  5    AID COMMISSION AND ESTABLISHING AN OSTEOPATHIC
  1  6    PHYSICIAN RECRUITMENT PROGRAM.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  9 
  1 10    Section 1.  Section 261.19, Code 1997, is amended by
  1 11 striking the section and inserting in lieu thereof the
  1 12 following:
  1 13    261.19  OSTEOPATHIC PHYSICIAN RECRUITMENT PROGRAM.
  1 14    1.  A physician recruitment program is established, to be
  1 15 administered by the college student aid commission, for the
  1 16 university of osteopathic medicine and health sciences of Des
  1 17 Moines, Iowa.  The program shall consist of a forgivable loan
  1 18 program and a tuition scholarship program for students and a
  1 19 loan repayment program for physicians.  The commission shall
  1 20 regularly adjust the physician service requirement under each
  1 21 aspect of the program to provide, to the extent possible, an
  1 22 equal financial benefit for each period of service required.
  1 23 From funds appropriated for purposes of the program by the
  1 24 general assembly, the commission shall pay a fee to the
  1 25 university of osteopathic medicine and health sciences for the
  1 26 administration of the program.  A portion of the fee shall be
  1 27 paid by the commission to the university based upon the number
  1 28 of physicians recruited under subsection 4.
  1 29    2.  A forgivable loan may be awarded to a resident of Iowa
  1 30 who is enrolled at the university of osteopathic medicine and
  1 31 health sciences if the student agrees to practice in this
  1 32 state for a period of time to be determined by the commission
  1 33 at the time the loan is awarded.  Forgivable loans to eligible
  1 34 students shall not become due and interest on the loan shall
  1 35 not accrue until after the student completes a residency
  2  1 program.  If the student completes the period of practice
  2  2 established by the commission and agreed to by the student,
  2  3 the loan amount shall be forgiven.  The loan amount shall not
  2  4 be forgiven if the osteopathic physician fails to complete the
  2  5 required time period of practice in this state or fails to
  2  6 satisfactorily continue in the university's program of medical
  2  7 education.
  2  8    3.  A student enrolled at the university of osteopathic
  2  9 medicine and health sciences shall be eligible for a tuition
  2 10 scholarship for the student's study at the university.  The
  2 11 scholarship shall be for an amount not to exceed the annual
  2 12 tuition at the university.  A student who receives a tuition
  2 13 scholarship shall not be eligible for the loan repayment
  2 14 program provided for by this section.  A student who receives
  2 15 a tuition scholarship shall agree to practice in an eligible
  2 16 rural community in this state for a period of time to be
  2 17 determined by the commission at the time the scholarship is
  2 18 awarded.  The student shall repay the scholarship to the
  2 19 commission if the student fails to practice in a medically
  2 20 underserved rural community in this state for the required
  2 21 period of time.
  2 22    4.  A physician shall be eligible for the physician loan
  2 23 repayment program if the physician agrees to practice in an
  2 24 eligible rural community in this state.  The university of
  2 25 osteopathic medicine and health sciences shall recruit and
  2 26 place physicians in rural communities which have agreed to
  2 27 provide additional funds for the physician's loan repayment.
  2 28 The contract for the loan repayment shall stipulate the time
  2 29 period the physician shall practice in an eligible rural
  2 30 community in this state.  In addition, the contract shall
  2 31 stipulate that the physician repay any funds paid on the
  2 32 physician's loan by the commission if the physician fails to
  2 33 practice in an eligible rural community in this state for the
  2 34 required period of time.  For purposes of this subsection,
  2 35 "eligible rural community" means a medically underserved rural
  3  1 community which agrees to match state funds provided on at
  3  2 least a dollar-for-dollar basis for the loan repayment of a
  3  3 physician who practices in the community.
  3  4    5.  The commission shall adopt rules pursuant to chapter
  3  5 17A to administer this section.
  3  6    Sec. 2.  Sections 261.18 and 261.19A, Code 1997, are
  3  7 repealed.
