  1  1    Section 1.  Section 2.10, subsection 1, Code 1997, is
  1  2 amended to read as follows:
  1  3    1.  Every member of the general assembly except the
  1  4 presiding officer of the senate, the speaker of the house, the
  1  5 majority and minority floor leader of each house, and the
  1  6 president pro tempore of the senate and speaker pro tempore of
  1  7 the house, shall receive an annual salary of twenty thousand
  1  8 one hundred twenty dollars for the year 1997 and subsequent
  1  9 years while serving as a member of the general assembly.  In
  1 10 addition, each such member shall receive the sum of eighty-six
  1 11 dollars per day, upon the convening of each regular session of
  1 12 the general assembly, an amount for expenses of office, except
  1 13 travel, for each day service while the general assembly is in
  1 14 session commencing with the first day of a legislative session
  1 15 and ending with the day of final adjournment of each
  1 16 legislative session as indicated by the journals of the house
  1 17 and senate, except that if the length of.  The amount received
  1 18 shall be nine thousand four hundred sixty dollars for service
  1 19 during the first regular session of the general assembly
  1 20 exceeds one hundred ten calendar days and eight thousand six
  1 21 hundred dollars for service during the second regular session
  1 22 exceeds one hundred calendar days, the payments shall be made
  1 23 only for one hundred ten calendar days for the first session
  1 24 and one hundred calendar days for the second session of the
  1 25 general assembly.  Members from Polk county shall receive
  1 26 sixty-five dollars per day seven thousand one hundred fifty
  1 27 dollars for service during the first regular session of the
  1 28 general assembly and six thousand five hundred dollars for
  1 29 service during the second regular session of the general
  1 30 assembly.  Each member shall receive a two hundred dollar per
  1 31 month allowance for legislative district constituency postage,
  1 32 travel, telephone costs, and other expenses.  Travel expenses
  1 33 shall be paid at the rate established by section 18.117 the
  1 34 general assembly for actual travel in going to and returning
  1 35 from the seat of government by the nearest traveled route for
  2  1 not more than one time per week during a legislative session.
  2  2    Sec. 2.  This Act takes effect upon the convening of the
  2  3 Seventy-eighth General Assembly in January 1999.  
  2  4                           EXPLANATION
  2  5    This bill provides that members of the general assembly
  2  6 shall receive an amount for expenses, upon the convening of
  2  7 each regular session of the general assembly, for service
  2  8 while the general assembly is in regular session regardless of
  2  9 the length of the regular session.  The amounts established in
  2 10 the bill represent the current daily rate for expenses allowed
  2 11 during the session multiplied by the maximum number of days a
  2 12 member may receive such expenses during that session.  For
  2 13 example, for members not from Polk county, $86 times 110 for
  2 14 the first session and $86 times 100 for the second session.
  2 15    This bill takes effect upon the convening of the Seventy-
  2 16 eighth General Assembly in January 1999.
