1 1 Section 1. NEW SECTION. 263.15 LEGAL ASSISTANCE TO
1 2 INMATES – PROHIBITION.
1 3 The university of Iowa shall not expend any moneys
1 4 appropriated by the state and shall not use any facilities
1 5 owned by the state to provide legal services through faculty
1 6 or students, or through any other legal assistance or legal
1 7 representation to a person who brings or attempts to bring a
1 8 civil action or appeal described in section 610A.1.
1 9 EXPLANATION
1 10 This bill prohibits the university of Iowa from using state
1 11 moneys and facilities to provide legal services through
1 12 faculty or students, or any other legal assistance or legal
1 13 representation to an inmate of a state institution who brings
1 14 or attempts to bring a civil action or appeal.
