1 1 Section 1. There is appropriated from the state fish and
1 2 game protection fund to the division of fish and wildlife of
1 3 the department of natural resources for the fiscal year
1 4 beginning July 1, 1997, and ending June 30, 1998, the
1 5 following amount, or so much thereof as is necessary, except
1 6 that if revenues from the income tax refund checkoff credited
1 7 to the state fish and game protection fund do not equal or
1 8 exceed $1,500,000, the amount of the deficiency is
1 9 appropriated from the general fund of the state instead of
1 10 from the state fish and game protection fund, to be used for
1 11 the purposes designated:
1 12 To develop and support a comprehensive nongame wildlife-
1 13 oriented education program to be implemented through the
1 14 schools, county conservation boards, and the department of
1 15 natural resources.
1 16 To enhance opportunities for personal contact with, and the
1 17 public's appreciation for, all types of wildlife by developing
1 18 facilities for public appreciation of wildlife.
1 19 To protect, develop, and manage habitats to enhance nongame
1 20 populations on public and private lands through habitat
1 21 development and acquisition.
1 22 To develop and support nongame wildlife species management,
1 23 research, and surveys.
1 24 To match moneys appropriated by the United States or an
1 25 agency, commission, or department of the United States if the
1 26 appropriation of moneys by a state is a condition of the state
1 27 or an agency, commission, or department of the state,
1 28 receiving federal moneys.
1 29 To adopt programs by the division of fish and wildlife of
1 30 the department of natural resources relating to a wildlife
1 31 diversity initiative by rule pursuant to chapter 17A:

1 33 EXPLANATION
1 34 This bill appropriates $1,500,000 from the state fish and
1 35 game protection fund for the fiscal year beginning July 1,
2 1 1997, and ending June 30, 1998, to the department of natural
2 2 resources to establish a wildlife diversity initiative, from
2 3 the combination of revenues produced by the income tax refund
2 4 checkoff credited to the state fish and game protection fund
2 5 and the general fund of the state.
2 6 Specifically, if revenues from the income tax refund
2 7 checkoff credited to the state fish and game protection fund
2 8 do not equal or exceed $1,500,000, the amount of the
2 9 deficiency is appropriated from the general fund of the state
2 10 instead of from the state fish and game protection fund.
2 11 The bill provides that the wildlife diversity initiative
2 12 shall develop and support a comprehensive wildlife-oriented
2 13 education program; enhance opportunities for personal contact
2 14 with, and the public's appreciation for, all types of wildlife
2 15 by developing facilities for public appreciation of wildlife;
2 16 protect, develop, and manage habitats to enhance nongame
2 17 populations on public and private lands through habitat
2 18 development and acquisition; and develop and support nongame
2 19 wildlife species management, research, and surveys, and match
2 20 moneys appropriated by the United States or an agency,
2 21 commission, or department of the United States if the
2 22 appropriation of moneys by a state is a condition of the state
2 23 or an agency, commission, or department of the state,
2 24 receiving federal moneys.
2 25 The bill authorizes the division of fish and wildlife of
2 26 the department of natural resources to adopt programs relating
2 27 to a wildlife diversity initiative by rule.
