1 1 Section. 1. NEW SECTION. 324A.7 TRANSPORTATION OF
1 2 CERTAIN PATIENTS TO UNIVERSITY HOSPITALS.
1 3 Regional transit systems established pursuant to this
1 4 chapter shall be the primary source of transportation for
1 5 patients requiring state transportation to and from the
1 6 university of Iowa hospitals. Regional transit systems and
1 7 the hospitals shall coordinate regarding transportation of
1 8 patients to the hospitals. Regional transit systems providing
1 9 transportation under this section shall be eligible for state
1 10 public transit assistance moneys.
1 11 The department, in consultation with the department of
1 12 human services, the department of elder affairs, and the
1 13 hospitals, shall adopt rules to implement this section. The
1 14 rules may include provisions regarding reimbursement of
1 15 regional transit systems, including rates for both state and
1 16 nonstate patients, and may include exclusion categories for
1 17 tax-financed transportation services reimbursement when
1 18 regional transportation services are available. The rules
1 19 shall include provisions allowing for public transport of
1 20 other public paying or nonpaying passengers to include
1 21 passengers from county care facilities and other care
1 22 facilities.
1 23 EXPLANATION
1 24 This bill requires regional transit systems to be the
1 25 primary source of transportation of patients to the university
1 26 of Iowa hospitals for public care. Currently, patients are
1 27 transported in hospital vehicles. The bill also provides that
1 28 the department of transportation is to adopt rules regarding
1 29 the implementation and operation of regional transport of
1 30 patients. The rules may include rules relating to funding and
1 31 coordination between the hospitals and regional transit
1 32 systems.
