PAG LIN 1 1 HOUSE FILE 236 1 2 1 3 AN ACT 1 4 RELATING TO ELIGIBILITY FOR UNEMPLOYMENT COMPENSATION BENE- 1 5 FITS FOR TEMPORARY EMPLOYEES OF A TEMPORARY EMPLOYMENT 1 6 FIRM. 1 7 1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 9 1 10 Section 1. Section 96.5, subsection 1, Code 1997, is 1 11 amended by adding the following new paragraph: 1 12 NEW PARAGRAPH. j. The individual is a temporary employee 1 13 of a temporary employment firm who notifies the temporary 1 14 employment firm of completion of an employment assignment and 1 15 who seeks reassignment. Failure of the individual to notify 1 16 the temporary employment firm of completion of an employment 1 17 assignment within three working days of the completion of each 1 18 employment assignment under a contract of hire shall be deemed 1 19 a voluntary quit unless the individual was not advised in 1 20 writing of the duty to notify the temporary employment firm 1 21 upon completion of an employment assignment or the individual 1 22 had good cause for not contacting the temporary employment 1 23 firm within three working days and notified the firm at the 1 24 first reasonable opportunity thereafter. 1 25 To show that the employee was advised in writing of the 1 26 notification requirement of this paragraph, the temporary 1 27 employment firm shall advise the temporary employee by 1 28 requiring the temporary employee, at the time of employment 1 29 with the temporary employment firm, to read and sign a 1 30 document that provides a clear and concise explanation of the 1 31 notification requirement and the consequences of a failure to 1 32 notify. The document shall be separate from any contract of 1 33 employment and a copy of the signed document shall be provided 1 34 to the temporary employee. 1 35 For purposes of this paragraph: 2 1 (1) "Temporary employee" means an individual who is 2 2 employed by a temporary employment firm to provide services to 2 3 clients to supplement their work force during absences, 2 4 seasonal workloads, temporary skill or labor market shortages, 2 5 and for special assignments and projects. 2 6 (2) "Temporary employment firm" means a person engaged in 2 7 the business of employing temporary employees. 2 8 2 9 2 10 2 11 RON J.
