1 1 Section 1. Section 257.6, subsection 4, Code 1997, is
1 2 amended to read as follows:
1 3 4. BUDGET ENROLLMENT. Budget enrollment for the budget
1 4 year is the basic enrollment for the budget year. However, if
1 5 a district's basic enrollment for a budget year is less than
1 6 its basic enrollment for the base year, budget enrollment
1 7 shall equal the greater of:
1 8 a. The basic enrollment for the base year.
1 9 b. The average of the sum of the basic enrollment for the
1 10 base year and the basic enrollments for each of the two years
1 11 preceding the base year.
1 12 Sec. 2. This Act, being deemed of immediate importance,
1 13 takes effect upon enactment for budget calculation purposes
1 14 for the budget year beginning July 1, 1997.
1 15 EXPLANATION
1 16 This bill provides that school districts experiencing a
1 17 decrease in enrollment may use a budget enrollment figure
1 18 equal to either the district's current enrollment (actual
1 19 enrollment for the base year) or an average of the sum of the
1 20 current enrollment and each of the basic enrollments for the
1 21 two years preceding the base year.
1 22 The bill provides an immediate effective date for budget
1 23 calculation purposes for the budget year beginning July 1,
1 24 1997.
