  1  1    Amend House File 2549 as follows:
  1  2    #1.  Page 1, by striking lines 1 through 10 and
  1  3 inserting the following:
  1  4    "Sec. 100.  NEW SECTION.  404.1A  ADDITIONAL URBAN
  1  5 REVITALIZATION AREA CRITERIA FOR CITIES.
  1  6    1.  A city shall not designate an area as an urban
  1  7 revitalization area pursuant to this chapter unless
  1  8 the following criteria are met:
  1  9    a.  The area has a per capita income of fifteen
  1 10 thousand dollars or less based on the 1990 census.
  1 11    b.  The area has a family poverty rate of three
  1 12 percent or higher based on the 1990 census.
  1 13    2.  When designating an area an urban
  1 14 revitalization area pursuant to this section and
  1 15 section 404.1, a city may designate as part of the
  1 16 area tracts or geographic units located in a
  1 17 contiguous city if such tracts or geographic units
  1 18 meet the criteria in this section and section 404.1
  1 19 and the contiguous city agrees to the designation.
  1 20    Sec. 101.  Section 404.2, subsection 1, Code
  1 21 Supplement 1997, is amended to read as follows:
  1 22    1.  The governing body has adopted a resolution
  1 23 finding that the rehabilitation, conservation,
  1 24 redevelopment, economic development, or a combination
  1 25 thereof of the area is necessary in the interest of
  1 26 the public health, safety, or welfare of the residents
  1 27 of the city, or county as applicable, and the area
  1 28 substantially meets the criteria of section 404.1,
  1 29 and, in the case of cities, section 404.1A."

  1 31    #3.  By renumbering as necessary.
