1 3 #1. Page 17, by inserting before line 18, the
1 4 following:
1 5 "Sec. ___. EFFECTIVENESS. The general assembly
1 6 recognizes that this Act places public moneys at risk,
1 7 by authorizing a private corporation to engage in
1 8 speculative ventures by using public funds, without
1 9 oversight customarily required for the appropriation
1 10 of state moneys to entities carrying out public
1 11 purposes. Therefore, this Act shall only become
1 12 effective if approved by a vote of at least three-
1 13 fifths of the members of both chambers of the general
1 14 assembly and signed by the governor."
1 15 #2. By renumbering as necessary.
