  1  1    Amend the Senate amendment, H-9118, to House File
  1  2 2498, as amended, passed, and reprinted by the House,
  1  3 as follows:
  1  4    #1.  Page 4, by inserting after line 9 the
  1  5 following:
  1  6    "#   .  Page 23, by inserting after line 16 the
  1  7 following:
  1  8    "Sec.    .  Section 47.8, subsection 1, Code 1997,
  1  9 is amended to read as follows:
  1 10    1.  A state voter registration commission is
  1 11 established which shall meet at least quarterly to
  1 12 make and review policy, adopt rules, and establish
  1 13 procedures to be followed by the registrar in
  1 14 discharging the duties of that office, and to promote
  1 15 interagency cooperation and planning.  The commission
  1 16 shall consist of the state commissioner of elections
  1 17 or the state commissioner's designee, the state
  1 18 chairpersons of the two political parties whose
  1 19 candidates for president of the United States or
  1 20 governor, as the case may be, received the greatest
  1 21 and next greatest number of votes in the most recent
  1 22 general election, or their respective designees, and a
  1 23 two county commissioner commissioners of registration
  1 24 or their designated employees, one from each political
  1 25 party whose candidates for president of the United
  1 26 States or governor, as the case may be, received the
  1 27 greatest and the next greatest number of votes in the
  1 28 most recent general election, appointed by the
  1 29 president of the Iowa state association of county
  1 30 auditors, or an employee of the commissioner.  Each
  1 31 county commissioner or commissioner's designee shall
  1 32 serve two-year staggered terms.  The commission
  1 33 membership shall be balanced by political party
  1 34 affiliation pursuant to section 69.16.  Members shall
  1 35 serve without additional salary or reimbursement.
  1 36    The state commissioner of elections, or the state
  1 37 commissioner's designee, shall serve as chairperson of
  1 38 the state voter registration commission.  The state
  1 39 commissioner of elections, or the state commissioner's
  1 40 designee, shall be an ex officio, nonvoting member of
  1 41 the commission.  The state commissioner shall perform
  1 42 the administrative tasks required of that office by
  1 43 the commission.
  1 44    The commission shall organize and elect a
  1 45 chairperson annually at its first meeting held in the
  1 46 calendar year.
