1 1 Amend the House amendment, S-5618, to Senate File
1 2 2410 as amended, passed, and reprinted by the Senate,
1 3 as follows:
1 4 #1. Page 1, by inserting after line 2 the
1 5 following:
1 6 "# . Page 2, by striking line 17 and inserting
1 7 the following: "provided to community empowerment
1 8 areas for the fiscal year beginning July 1, 1998, in
1 9 accordance with all of the following:
1 10 a. The area must be approved as a community
1 11 empowerment area by the Iowa empowerment board.
1 12 b. The maximum funding amount a community
1 13 empowerment area is eligible to receive shall be
1 14 determined by applying the area's percentage of the
1 15 state's average monthly family investment program
1 16 population in the preceding fiscal year to the total
1 17 amount appropriated in this section for fiscal year
1 18 1998-1999. If the community empowerment board's
1 19 request for funding is received by the Iowa
1 20 empowerment board on or after August 1, 1998, the
1 21 maximum funding amount shall be prorated for the
1 22 fiscal year and rounded up to the nearest full month.
1 23 c. A community empowerment area receiving funding
1 24 shall comply with any federal reporting requirements
1 25 associated with the use of that funding and other
1 26 results and reporting requirements established by the
1 27 Iowa empowerment board. The department shall provide
1 28 technical assistance in identifying and meeting the
1 29 federal requirements.
1 30 d. The availability of funding provided under this
1 31 section is subject to changes in federal requirements
1 32 and amendments to Iowa law.""
1 33 #2. Page 1, by inserting after line 6 the

1 37 "3. Moneys appropriated in this section which are
1 38 not distributed to a community empowerment area or
1 39 otherwise remain unobligated or unexpended at the end
1 40 of the fiscal year shall revert to the fund created in
1 41 section 8.41 to be available for appropriation by the
1 42 general assembly in a subsequent fiscal year.""
1 43 #3. Page 1, by striking lines 7 through 9.

1 45 #5. Page 4, line 44, by inserting after the word
1 46 "beds" the following: ", family and group foster care
1 47 and the state juvenile institutions".

1 49 line 1, and inserting the following:
1 50 "If a resignation, retirement, or dismissal
2 1 reducing the number of full-time equivalent".
2 2 #7. Page 6, line 18, by inserting after the word
2 3 "predators" the following: "including transfer of an
2 4 amount, as determined by the department and the office
2 5 of the attorney general, to the office of the attorney
2 6 general for associated costs including not more than
2 7 2.0 full-time equivalent positions, one of which shall
2 8 be an attorney, in the department of justice".
2 9 #8. Page 7, line 26, by striking the word "to" and
2 10 inserting the following: "in".
2 11 #9. Page 7, line 28, by striking the words "this
2 12 chapter" and inserting the following: "chapter 514I".
2 13 #10. Page 7, line 39, by striking the words "this
2 14 chapter" and inserting the following: "chapter 514I".
2 15 #11. By renumbering as necessary.
