1 1 Amend Senate Joint Resolution 2004, as passed by
1 2 the Senate, as follows:
1 3 #1. Page 1, by inserting after line 33 the
1 4 following:
1 5 "d. At least one-half of all gambling revenues,
1 6 including lottery revenues and racing and gaming
1 7 revenues, received by the state in each fiscal year
1 8 shall be credited to the rebuild Iowa infrastructure
1 9 fund. The remaining gambling revenues shall be
1 10 credited to the general fund of the state."
1 11 #2. Page 3, by inserting after line 11 the
1 12 following:
1 13 "___. A rebuild Iowa infrastructure fund is
1 14 created. The fund shall consist of at least one-half
1 15 of all gambling revenues as provided in section 1,
1 16 paragraph "d", interest and earnings on any surplus
1 17 moneys, and any appropriations made to the fund. The
1 18 fund shall be separate from the general fund of the
1 19 state and the balance in the fund shall not be
1 20 considered part of the balance of the general fund of
1 21 the state.
1 22 Moneys in the infrastructure fund shall not revert
1 23 to any other fund. Interest or earnings on moneys in
1 24 the infrastructure fund shall be credited to the
1 25 infrastructure fund.
1 26 Moneys in the fund in a fiscal year shall be used
1 27 as directed by the General Assembly for public
1 28 vertical infrastructure projects. For the purposes of
1 29 this section, "vertical infrastructure" includes only
1 30 land acquisition and construction, major renovation
1 31 and major repair of buildings, all appurtenant
1 32 structures, utilities, site development, and
1 33 recreational trails. "Vertical infrastructure" does
1 34 not include routine, recurring maintenance or
1 35 operational expenses or leasing of a building,
1 36 appurtenant structure, or utility without a lease-
1 37 purchase agreement."
