  1  3    #1.  Page 2, line 33, by striking the word "The"
  1  4 and inserting the following:  "In addition to the
  1  5 full-time equivalent positions authorized in this Act,
  1  6 1.0 FTE is authorized and the".
  1  7    #2.  Page 7, line 1, by inserting after the word
  1  8 "states." the following:  "Notwithstanding any other
  1  9 legislation enacted by the Seventy-seventh General
  1 10 Assembly, 1998 Session, any retailer fees established
  1 11 shall not apply to any electronic benefit transfer
  1 12 pilot project until such time as the department begins
  1 13 mandatory statewide implementation of the electronic
  1 14 benefit transfer program.  An acquirer's fee for each
  1 15 transaction shall also not apply to any electronic
  1 16 benefit transfer pilot project until such time as the

  2 28    "Sec. ___.  FRAUD AND RECOUPMENT ACTIVITIES.
  2 29 During the fiscal year beginning July 1, 1998,
  2 30 notwithstanding the restrictions in section 234B.11,
  2 31 the department of human services may expend recovered
  2 32 moneys generated through fraud and recoupment
  2 33 activities for additional fraud and recoupment
  2 34 activities performed by the department of human
  2 35 services or the department of inspections and appeals,
  2 36 subject to both of the following conditions:
  2 37    1.  The director of human services or the director
  2 38 of inspections and appeals determines that the
  2 39 investment can reasonably be expected to increase
  2 40 recovery of assistance paid in error, due to
  2 41 fraudulent or nonfraudulent actions, in excess of the
  2 42 amount recovered in the fiscal year beginning July 1,
  2 43 1997.
  2 44    2.  The amount expended for the additional fraud
  2 45 and recoupment activities shall not exceed the amount
  2 46 of the projected increase in assistance recovered."
  2 47    #20.  Page 81, by inserting after line 14 the
  2 48 following:
  2 49    "Sec. ___.  Section 234.12A, if enacted by 1998
  2 50 Iowa Acts, House File 2468, is amended by adding the
  3  1 following new subsection:
  3  2    NEW SUBSECTION.  3.  For the purposes of this
  3  3 section, "retailer" means a business authorized by the
  3  4 United States department of agriculture to accept food
  3  5 stamp benefits."
  3  6    #21.  Page 83, by inserting after 1ine 25 the
  3  7 following:
  3  8    "___.  Section 15, subsection 18, paragraph "b",
  3  9 relating to authority to use moneys for support of the
  3 10 child welfare services work group."
  3 11    #22.  By renumbering, relettering, or redesignating
